Dr. Mutaz M. Qafisheh is the founding Dean and Associate Professor of International Law, Hebron University College of Law and Political Science, Palestine. He is a PhD supervisor at the University of Exeter, UK. He holds a PhD in International Law from the Graduate Institute of International and Development Studies, Geneva and is a practicing international lawyer. Qafisheh formerly worked as Human Rights Officer at the United Nations Office of the High Commissioner for Human Rights in Geneva, Beirut, and Ramallah; Director of Security Sector Reform, Birzeit Universit; Director of Legal Education, USAID, Jerusalem; and Legal Advisor for Palestinian Parliament.

Can a Citizenship Law Address Palestinian Statelessness?

In 2011, the Palestine Liberation Organization (PLO) circulated a draft Palestinian Nationality Law as part of its efforts to achieve international recognition of Palestine’s status as a state. The Nakba Files spoke to Dr. Mutaz Qafisheh, the dean of Hebron University’s College of Law & Political Science and a principal drafter of the bill. Qafisheh is the author of a study on the international law foundations of Palestinian citizenship.
